We have a small but experienced team, supported by our Associate Consultants, working to support you and your organisation in every aspect of HR and OD.

Jennifer McNeill
Regional Director

Jennifer has been leading SEE since early 2006 and has extensive experience in public sector HR and organisational development.  She is a trained, accredited mediator and along with our Employment Director, delivers ILM-accredited mediation training.

Mark Palmer
Development Director

Mark has been with SEE for over 20 years, working with councils and councillors to deliver coaching, personal development and democracy training.  He helped to develop the Charter for Elected Member Development, a nationally-recognised mark of excellence for public authorities.

David Maycock
Employment Director

David joined SEE in 2010 after working at a national level in the fields of equality and diversity.  He is a highly experienced HR professional and an accredited mediator, and specialises in equalities training and dispute resolution.  With Michelle, he delivers employment law and HR skills courses both on-site and bespoke for our region’s organisations.

Michelle Biggs
Employment Relations Consultant

Michelle joined SEE in 2008, with extensive experience in local government HR.  She delivers training, strategic consultancy and day-to-day advice on a wide range of HR-related topics, and is passionate about finding innovative ways to increase HR skills and knowledge.

Samantha Deane
Business Support Manager

Sam joined SEE in late 2017 after a long career in IT service delivery management.  She’s responsible for the day-to-day running of the office, co-ordinating SEGWARP and acting as an Epaycheck regional administrator.  She also carries out research projects and is our named Data Protection Officer.

A highly experienced, well-qualified Trainer and Coach, specialising in bespoke training and facilitation, psychometric assessment, Outplacement and career coaching, management development and soft skills training. Work regularly with executive/director level clients across a range of industries and sectors.
Oliver Blackwell
Oliver is an energetic and respected communication, strategy and governance professional, specialising in business writing solutions for people, culture and sustainability.  Oliver has ten years’ experience managing HR strategy and governance for an international FTSE 250 organisation, and fifteen years writing for business worldwide.
Sue Keogh
An experienced Development consultant specialising in coaching and mentoring, training needs analysis and planned development interventions.
