Effective Governance Arrangements – Review and Evaluation

It is now 7 years since the Local Government Act 2000 and many councils are now reviewing their governance arrangements to reflect:

  • partnership working

  • enhanced overview and scrutiny arrangements

  • effective cabinet working

The White Paper “Strong and Prosperous Communities” and the Local Government Bill 2007 will also introduce changes to the governance arrangements.

  • New models of political leadership – enhanced leadership models

  • Strengthened overview and scrutiny role – Community Call for Action, scrutiny of key partner organisations and a duty of the executive to respond.

SEE, in partnership with Warwick University, have experience of supporting more effective governance arrangements.  We have carried out extensive reviews of overview and scrutiny arrangements at;

  • Royal Borough of Kensington and Chelsea

  • Isle of Wight Council

  • Rushmoor Borough Council

We offer a bespoke approach to evaluation of governance arrangements which includes working with your councils key partner organisations.  We have a peer to peer approach and can draw from a number of SEE accredited member peers.

Our approach includes;

  • Focus groups with members/officers

  • One to one interviews

  • Critical challenge

  • Evaluative framework

  • Six month post evaluation follow through workshops to facilitating the embedding of key recommendations.
