Jennifer McNeill
Regional Director

Jennifer is the Regional Director of South East Employers (SEE), the largest Regional Employers Organisation in the UK. High quality advice and practical support provided by SEE is available to councillors and senior managers, and to democratic services, scrutiny and human resources professionals across nine counties and 74 councils. This includes employment matters, developing skills and expertise, and facilitating effective and sustainable partnerships and networks relating to improvement, governance and scrutiny.
Jennifer is an Acas trained mediator providing external expertise to help organisations resolve complex conflict situations with teams or individuals at work. She also co-trains new mediators, leading to an accredited qualification, with Acas.
The new regional recruitment portal is one example of the business focus of SEE in project managing national initiatives on behalf of the region to generate and deliver significant cost savings, streamline processes and raise the profile of the public sector.
Jennifer is an Adviser to the Employers side of the National Joint Council for Local Government Services regarding pay and terms and conditions of employment and to the South East Improvement and Efficiency Board on matters relating to employment.
Previously, Jennifer worked in the fire and rescue service and was active in regional and national networks on strategic HR matters and as an Adviser to the Chief Fire Officers Association. She was a consultant with Southampton City Council, formulating and delivering HR policy, and advising and supporting chief officers on people management issues and initiatives at a corporate level. Prior to this, Jennifer was Personnel and Training Manager with Lancashire County Catering Services when it became a Direct Service Organisation, transferring 4,800 employees into the newly formed DSO, having successfully bid to provide services across the county through compulsory competitive tendering.
Jennifer worked for 8 years in the private sector in N Ireland as co-director in a company competing for and delivering contracts to a range of large private and public sector clients.
Jennifer is a Chartered Fellow of the Chartered Institute of Personnel and Development (FCIPD); has a Masters Degree in Human Resource Management; a B.A (Hons) Degree in Business Administration; and a B.Ed (Hons) Degree specialising in French and Psychology. Jennifer is trained in Myers Briggs to use the MBTI instrument and FIRO-B for team and leadership development.
