Jennifer took up the post of Regional Director of SEE in April 2006. Working closely with the elected member representatives from across our 74 local authorities, SEE provides advice and services that support and enhance our councils and communities. A non-profit-making and socially-responsible organisation, SEE provides a first point of contact for our councils and partner organisations. This includes high quality advice and support on employment matters, and facilitates effective and sustainable partnerships and networks on matters relating to improvement, governance and scrutiny. Jennifer is an adviser to the Employers side of the National Joint Council for Local Government Services.

Previously, as Head of HR with Hampshire Fire and Rescue Service, Jennifer managed the HR function for the Service as well as taking an active role in the regional and national networks on strategic HR matters. She was an Adviser to the Local Government Association on matters relating to pay, terms and conditions for Fire Services, and was an Adviser to the Chief Fire Officers Association. This included leading the working group that developed the pay formula for the National Pay Agreement for Fire and Rescue Services.

As a senior HR Adviser to Southampton City Council, Jennifer formulated and delivered HR policy, and advised and supported senior managers across the authority on people management issues and initiatives at a corporate level. She was involved in the negotiations surrounding the impact of Local Government Review and becoming a unitary authority and its practical implementation.

Jennifer was Personnel and Training Manager with Lancashire County Catering Services when it became a Direct Service Organisation, transferring 4,800 employees from Lancashire County Council into the newly formed DSO, having successfully tendered for the provision of services across the County through open competition.

Prior to this, Jennifer worked in the private sector in N. Ireland for 8 years.

Jennifer is a Chartered Fellow of the Chartered Institute of Personnel and Development (FCIPD); has a Masters Degree in Human Resource Management; a B.A (Hons) Degree in Business Administration; and a B.Ed (Hons) Degree.
