Mark Palmer, Head of Improvement and Governance
With a focus on leadership and organisational development initiatives, Mark heads the Improvement and Governance Unit and has a lead role in the facilitation and delivery of programmes to enhance effective governance, scrutiny and accountability. He is committed to councillor development and manages the implementation of the Charter for Elected Member Development across the south east and east of England
Mark also leads on consultancy assignments around Overview and Scrutiny, Performance and Improvement, Community Engagement, Capacity Building and Personal Development Planning. Mark is an Associate Consultant at the Local Government Centre, University of Warwick and is one of the main facilitators on the IDeA Leadership Academy Module 2 Political and Organisational Leadership and the Overview and Scrutiny’ Chairs single module for members. He is part of the ESRC Panel – Development of Public Scrutiny across the UK and recently project-managed a CLG Overview and Scrutiny Capacity Building Programme. Mark also has a key role in supporting improvement initiatives and is currently managing a Partnership Improvement Programme to support Local Strategic Partnership capacity building, on behalf of the South East Improvement and Efficiency Partnership.
Mark has experience of working in local government at County, National and Regional level and is a Chartered Fellow of the Chartered Institute of Personnel and Development (CFCIPD), a member of the Public Sector People Managers’ Association (PPMA) and the Institute of Management Consultants (IMC) and is a licensed Professional in Value Management (PVM). Mark is currently working towards a Masters in Business Administration (MBA).
