The Localism Act 2011 draws together all existing legislation in respect of overview and scrutiny but as the way services are commissioned and delivered changes so too will the role and potential of overview and scrutiny. With a greater emphasis on shared services, the external commissioning of services and the role of the council as an enabler rather than deliver of services this programme will focus on the important role for effective ’scrutiny and accountability’. The programme will focus on the role of overview and scrutiny in ensuring that the new arrangements are transparent, inclusive and accountable.
